หลักการและวัตถุประสงค์

การประชุม "มิติทางสังคมและจริยธรรมของเทคโนโลยีสารสนเทศ"
จัดขึ้นเพื่อนำเสนอผลงานวิจัยของโครงการต่างๆภายใต้กลุ่มวิจัยมิติทางสังคมและจริยธรรมของเทคโนโลยีสารสนเทศ
ซึ่งได้รับการสนับสนุนจากสำนักงานคณะกรรมการการอุดมศึกษาแห่งชาติ (สกอ.)
กลุ่มวิจัยดังกล่าวมีวัตถุประสงค์ในการสร้างความรู้ใหม่ทางด้านมิติทางสังคมและจริยธรรมของเทคโนโลยีสารสนเทศ
สร้างบัณฑิตปริญญาเอกในสาขาดังกล่าว
ตลอดจนสร้างความแข็งแกร่งด้านความร่วมมือระหว่างสาขาวิชาการต่างๆ
กลุ่มวิจัยดังกล่าวมีบทบาทเป็นแหล่งรวมตัวกันของนักวิจัยในสาขาวิชาต่างๆ
ที่สนใจเรื่องมิติทางสังคมของเทคโนโลยีสารสนเทศ
รวมทั้งจริยธรรมของเทคโนโลยีสารสนเทศ และจริยธรรมคอมพิวเตอร์
สร้างงานวิจัยและองค์ความรู้ใหม่ในด้านเทคโนโลยีสารสนเทศกับสังคมและประเด็นทางจริยธรรมของคอมพิวเตอร์และเทคโนโลยีสารสนเทศ
สร้างและขยายเครือข่ายการวิจัยสหสาขาวิชาเกี่ยวกับจริยธรรมและมิติทางสังคมของเทคโนโลยีสารสนเทศ
ทั้งในระดับชาติและนานาชาติ
เชื่อมโยงกับองค์กรวิจัยและนักวิจัยในด้านนี้กับต่างประเทศ
และที่สำคัญไม่น้อยกว่าประเด็นอื่นๆ
คือเสนอข้อเสนอแนะเชิงนโยบายที่เป็นรูปธรรมปฏิบัติได้จริงและมีผลกระทบสูงแก่รัฐบาลและองค์การปกครองส่วนท้องถิ่น
กลุ่มวิจัยนี้ประกอบด้วยโครงการวิจัยห้าโครงการ
จากคณาจารย์ในคณะอักษรศาสตร์ นิเทศศาสตร์ รัฐศาสตร์ และวิทยาศาสตร์
ซึ่งมาร่วมมือกันทำงานวิจัยร่วมกันอย่างเป็นบูรณาการ

การประชุมครั้งนี้เป็นครั้งที่สองของกลุ่มวิจัย
การประชุมครั้งแรกได้จัดขึ้นเมื่อวันที่ 9 กรกฎาคม พ.ศ. 2551 ในหัวข้อ
"ข้อมูลส่วนบุคคลกับความเสี่ยงในยุครัฐบาลอิเล็กทรอนิกส์"
การประชุมครั้งที่สองนี้มีเนื้อหาหลากหลายมากขึ้น
ซึ่งรวมถึงเรื่องเสรีภาพในการสื่อสารข้อมูลผ่านระบบอินเทอร์เน็ต
บทบาทของเว็บ 2.0 ต่อการเมืองและประชาธิปไตย
หลักความคิดพื้นฐานเกี่ยวกับทรัพย์สินทางปัญญาและลิขสิทธิ์
ตลอดจนเรื่องอื่นๆที่เกี่ยวข้อง

and Perils in a Troubling Democracy"

As the fact that the social network is rapidly grown in Thai society,
many Thais have a chance to interact with people from different
places, different styles, and different ideas. Various events had
happened after these communication channels are widely spread, both
positive and negative ways. Although Thai society was quite closed,
previously, many impacts from this social network have shown their
effects on Thai's behavior and thought. From the survey of more than
300 people, from both the Internet and conventional questionnaires,
the result indicates that more than 92% of the respondents agree that
participating in the social network has positive impact to their
lives. However, a very few persons is afraid of their personal
security and privacy. Thus, most of the players do not intend to put
their real information over the Internet for their life protection.
So, it indicates that there is no real trust over the social network
as expected.

Movement"

Issues surrounding copyrights and intellectual property rights have
always been contentious. In Thailand it is a very serious issue
considering that Thailand has very often been in conflict with many
Western countries, notably the US, which has put the country on its
'priority watch list' for countries that violate intellectual property
rights the most. Furthermore, Thailand has attracted global attention
through its announcement of "compulsory licensing" of a number of
patented pharmaceuticals. The paper will discuss the core of the
issue, namely the thinking, or philosophy behind intellectual property
rights and copyrights. Among the questions to be asked is "To what
extent are these IP regimes a tool for domination by the powerful
Western countries?" "Is there a sense in which IP rights could be a
tool in reverse for the development of the economy of the countries in
the South?" "What is the justification of holding IP rights?". Other
related questions will be entertained too.

Surveillance Society in European Countries: Some Lessons for
Thailand?"

The paper will give a summary of the application of national ID cards
in European countries and a report on the ongoing debates and
controversy including a comparison of experiences among some selected
countries.  The paper will conclude on the relevant issues of
potential risks and threats towards basic human rights and the danger
of becoming a surveillance society, including some recommendations for
public policies concerning the protection of privacy rights, liberty
and democratic governance.

Our lifestyles have been changing forever in several ways since the
Internet, the worldwide sophisticated communication network, was
invented. For instance, the traditional commerce turns into the online
business. Moreover, the image information, video stream, and important
bank's money transactions are transmitted and communicated in the form
of electronic information over the Internet.
Unfortunately, the electronic information that transfers across the
Internet is vulnerable to attack. Since the Internet is an open
system, everybody can access to the Internet, and the electronic
information is copied easily or opened by unauthorized persons.
Therefore the security goals that are confidentiality, integrity, and
authentication, are urgently required.
As a result, this paper aims to review the techniques for serving all
of the security goals and analyze the impacts of the information
securities in the term of social aspect.
