I write on behalf of the India Convention Promotion Bureau to you in your capacity as an office bearer of you professional association and an organiser of an international event.

The India Convention Promotion Bureau (ICPB) is India's apex body whose singular mission is to propagate India's ability to hold conventions and conferences of all shapes and sizes. Sponsored by the Ministry of Tourism, the members of the bureau also include Air India, Indian Airlines, major Hotels, Convention Venues, leading Travel Agencies & Tour Operators, Professional Congress, Event Organizers, Educational Institutions and State Tourism Development Corporations etc. The main purpose of ICPB is to propagate India's ability to hold conventions and conferences of all shapes and sizes. Additionally, ICPB is meant to be a catalyst to provide support to conference planners, organizations, associations and other trade bodies, during the bidding process for the international conferences as well as to undertake marketing activities overseas. 

Every year, ICPB organises a one-of-a-kind marketing event called "Conventions India – the Meetings, Incentives, Conventions and Events Conclave". Attached is a copy of our first announcement brochure for this years event. More details can be seen on http://www.conventionicpb.org.

Conclave Hospitality 

Domestic - For Conference Planners coming from outside Delhi there are limited options for  complimentary/discounted return air passage, courtesy of supporting airlines (no reimbursements), two nights accommodation (with breakfast and hosted meals as per the program at one of the supporting hotels. ICPB shall also provide return airport transfers in Delhi and transfers to the convention venue from the hotel. Any other expenses incurred are to be paid directly to the hotel.  All requests for hospitality will be screened by the host committee for applicability. quadriplegic reaches North Pole

TORONTO, April 13 (UPI) -- The first known quadriplegic was documented reaching the North Pole, where he raised a blue disabled parking sign from his wheelchair.

A news release issued Monday in Toronto said lawyers David Shannon and Chris Watkins and support crew reached the magnetic pole Saturday.

Shannon, 46, is quadriplegic from a spinal cord injury in a car accident 25 years ago, while Watkins, 40, suffered injuries that left him with arthritis in 1988.

Both men are recovering from the expedition Monday in the polar town of Longyearbyen , Norway , the release said.

Watkins suffered frostbite to his hands and a cut to his foot, while Shannon experienced difficulty in maintaining body heat, which led to a major infection, the release said.

The men said they expected to return home to Thunder Bay , Ontario , "in a few days."

On planting the disabled parking spot sign at the pole, Shannon said it was meant as a symbol for others.

"This sign represents all people who have faced challenges or adversity in their lives and have dreamed of overcoming them," he said.

TORONTO, April 13 /PRNewswire/ -- The North Pole has now been made wheelchair accessible. On April 11, 2009 a disabled parking sign was raised at the North Pole on the 100th anniversary of the first successful polar expedition. David Shannon became the first person in world history with quadriplegia and in a wheelchair to reach the Pole. He along with expedition co-leader and fellow Canadian, Chris Watkins, developed "Team Independence 09" to promote breaking barriers to accessibility and greater community inclusion.

David upon reaching the pole stated, "This sign represents all peoples who have faced challenges or adversity in their lives and have dreamed of overcoming them. If we as people, work together in our homes, our cities, our countries and in our global village, there is no dream that cannot be realized."

Chris Watkins who himself was injured in 1988 stated, "David and our team represents the long-shot win of the underdog. But it shows that there is no dream too big to dream and no challenge to big to overcome. What David has left us with is a world of infinite horizons."

During the expedition the team struggled with adversity. In addition to the cutting arctic winds, David's spinal cord injury compromised his ability to maintain body heat. The week of the final polar push, this heat retention problem was compounded by a significant infection, which caused increased susceptibility to the life threatening cold temperatures. David and Chris have returned exhausted and with some minor injuries. For example, Chris suffered some frostbite to his fingers and a cut to his foot. They are recovering in Longyearbyen, Svalbard , Norway with their team mate Darren Lillington. This is an island still within the Arctic Circle north of Lapland . They will return to Canada in a few days.

Every year the Foreign and Commonwealth Office's Forced Marriage Unit
deals with around 400 cases.
And a significant number involve people with learning disabilities.
The unit's head Sarah Russell said: "We don't have any firm
statistics, but anecdotally we are seeing more and more cases of
victims with learning disabilities as awareness around the whole issue
of forced marriage is rising."
Disability charities, meanwhile, warn that forced marriage is being
used as a way to ensure that children with disabilities will be looked
after.
Rachael Clawson of the Ann Craft Trust believes that parents are
worried about the future of their adult child.
"Often they're looking for a full time carer for that person," she said.

The majority of cases reported involve families from India , Pakistan
and Bangladesh .

_Anti-Discrimination Directive gets the Green Light_

We have been informing you about a new Anti-Discrimination Directive since
it was drafted last July. The directive put forward by the European
Commission is intended to reduce discrimination on grounds of religion or
belief, age, gender or sexual orientation, whether direct or indirect, and
whether based on real or presumed criteria. It closes a gap in European
legislation.
Last Thursday (2 Apr), the European Parliament passed the directive by 363
votes in favour and 226 against. In particular the Christian Democrats were
concerned. German Member Manfred Weber coordinates civil liberties issues
for the EPP-ED group. He explained: "The EPP-ED group militates against any
kind of discrimination. Nevertheless, we fear the additional red-tape which
would be generated by this new directive. Many of its regulations are not
favourable to all parties involved, including disabled people."
In this area the Parliament has consultation powers. To become binding
Europe-wide this directive would need unanimous backing amongst EU Ministers
in the Council.
According to "EUObserver" the bill is expected to come before member states
in the second half of this year, with the forthcoming Swedish EU presidency
recently saying it plans to prioritise the issue.
It needs the approval of all 27 governments if it is to come into force in
the EU.

_Update: UK Petition to sign the UN Convention_

A couple of weeks ago, we pointed to a petition that UK citizens can sign.
It urges the   Prime Minister to ratify the UN Convention on the Rights of
Persons with Disabilities in full, without reservation or limitation, by
December 2008. Reserving against certain Convention articles means that some
parts of the Convention would not be legally binding in the UK . The UK
signed the Convention in March 2007, but it has not been ratified yet.
The petition to the Prime Minister is now closed, 5,034 people have signed.
The Prime Minister's Office has responded to the petition.
"The time from signature to ratification of similar Conventions by the UK
varies considerably, and is on average four years. The Government's original
aim of ratification by the end of 2008, therefore, was always a very
demanding one. Although the aim was not met, it was right to set a
challenging timetable so that the Government could advance as far as it was
able, and demonstrate the importance it places on the Convention. The
Government's revised ambition is to ratify the Convention in Spring 2009.
Some countries' approach to ratification is aspirational, and that is a
perfectly valid approach for them. The UK 's approach, however, is not to
ratify any international treaty until it is in a position to ensure that it
can implement the provisions and therefore comply with the obligations that
it has accepted.  The UK has therefore been engaged in checking its laws,
policies, practices and procedures against the Convention's requirements.
Following this exercise a small number of reservations and interpretative
declarations remain under consideration in respect of service in the armed
forces, immigration, education and the review of arrangements for social
security benefit appointees."

_Belgium: Proceedings Against Flemish Minister_

Four parents lodged a formal complaint against the Flemish Minster for
Education and against several Flemish schools. They claim the right to
accessible education for their deaf children. Fevlado, the Network of
Flemish Associations for Deaf Persons, supports this claim. The network has
been lobbying for accessible education and for lessons interpreted in sign
language for more than ten years. The parents witnessed their children being
prevented from access to education for more than half of the lessons in
school. This would hinder the children's admittance to higher education.
Parents say that they see no other way than to go before a court. They are
supported  by the barristers' office Stibbe in Brussels .
Stefan Sottiaux, Professor for constitutional law at Leuven University and
Joos Roets drafted the claim. These proceedings are the first that deal with
the implementation of the Flemish Regulation for Equal Rights passed by the
Flemish Government on 10 July 2008.

_Poland: Disabled People Excluded form EU Elections_

Vita Europe reports: On March 5th, 2009 Polish president did not sign the
amendment to the electoral law that was to enable people with severe and
moderate disabilities and people over 75 to vote through a plenipotentiary
- another person appointed by them. It means that many Polish citizens will
not be able to vote in European Parliament elections in June 2009.
The president sent the bill to the Constitutional Tribunal, arguing that it
violates the Polish constitutional principle that says that elections should
be direct.. He also claimed that the changes could provoke many abuses.
The works on the amendment had been started many months ago, with high level
of participation of NGOs acting for the benefit of people with disabilities
and involvement of the Ombudsman. They, as well as the people with
disabilities and the elderly and many other people do not agree with the
presidential decision.

As for the question of the principle of directness many experts in
constitutional law say that it does not say that a citizen should vote in
person but it relates to the fact that in Poland eligible citizens vote
directly for candidates (for presidents or MPs) and do not vote, for
instance, for the members of the electoral college, which is the case in the
United States. Many also say that already now many of the elderly and the
disabled who have problems with hands or eyes go with their relatives to
polling stations and after being registered ask them to fill out and cast
votes for them. But not all people are able to get to polling stations.

Greeting from The 2nd International Conference on Disaster Preparedness for Persons with Disabilities.
 
My name is Savanee Ketmalee, the secretary of Mr. Montian Buntan, Chairperson of organizing committee of the The 2nd International Conference on Disaster Preparedness for Persons with Disabilities to be held on 12 – 13 May 2009 at Millennium Patong Resort, Phuket, Thailand. On behalf of him, we would like to invite you to attend the meeting. This conference is basically purposed to establish international networking for Promotion of disaster Preparedness of Persons with Disabilities in the context of WSIS (United Nations World Summit on the Information Society) and to share knowledge, experiences, initiatives, and technology advancement related to disaster warning and evacuation system accessible for persons with all types of disabilities. There will be 60 participants from several countries whose works can be linked with disaster preparedness or assistive technology development for persons with disabilities.
